Policy Change Triggers 48% Decline in Canadian Study Visas

By 2024, we anticipate a significant decrease of nearly half in Canada’s study permit applications. This decrease is due to stricter Canadian visa rules and higher financial requirements, which make it extremely difficult for international students to come to Canada to study.

There will only be just over 231,000 study passes given out by Canada by the end of 2024, the report says. There were 436,000 permits issued in 2023, so this is a big drop. As a result, approvals have dropped by almost 48%. The report says that 39% fewer people from around the world will apply for Canadian study permits this year than last year.

Recent policy changes meant to limit the number of international students in Canada are a big reason for the huge drop in applications for study permits. Because the Canadian government is worried about the environment, it has made the rules stricter. Immigration Minister Marc Miller promised a big change in December 2023: the requirements for financial proof would be raised. This is four times the previous minimum of $10,000: students must now show that they have at least $20,635 to cover their costs. 

Also, in January 2024, there was a cap put on the number of foreign students who could come to the school. Because of the new rule, 35% fewer foreign students will be coming to school this year than last. Fewer people are going to graduate schools, which is not changed by the cap, even though there is one. The number of study passes given out from January to June 2024 was only 114,000, which is 48% less than the same time in 2023.

The policy change has had a big impact on Indian students, who make up a big part of Canada’s foreign student body. Indian students made up more than 226,000 of Canada’s 550,000 foreign students in 2022. This group is likely to be greatly affected by the drop in study permit decisions.

Even though the number of approvals has gone down, the busiest times for getting study permits are still the summer and early fall. The number of licences may be able to rise again during this time. However, early signs show that Canada might not be able to meet its goal of giving out 364,000 study permits in 2024.
